Sorry, but I have no idea of what you are proposing. If you mean you want a law named after you, or if you want someone to pass a special law to require the taxpayers to give you money, or what. Try rephrasing your proposal and you might get some answers.
We do not have ex post facto application of laws in the US. I’m sorry for what happened to you, but if it is compensation you are seeking, then civil action is more appropriate than criminal.
You probably can’t do what you want. Very few laws are written to benefit one person.
You should have sued shortly after the accident. Now, it is too late to sue, unless you were a minor at the time. A minor can sue (generally) 2 years after turning 18.

There is no statue in government that allows a law to give you money.
you have not specified what the law would be about. Even making it a law would not bring you money. If you were harmed by an injury you could sue for remedy. You are probably beyond the statute of limitations and cannot sue now. At this point you just need to deal with it and get past it while trying to improve your situation.

Well what you should have done was file a lawsuit against the person who hit you or their insurance company within 2 years of the accident. You aren’t going to be able to get money out of anybody at this point since 5 years have passed. Plus its hard to get any kind of money for PTSD 5 years after something happened. What type of law are you proposing? Have you researched to see if there is a similar law in your state? or nationally? You can get a lawyer, but they are going to charge you money and you probably won’t get any money at this point anyway. Are you prepared for that? You should do some research on how to write a law and propose it to your local lawmakers. You should also do research on what kind of laws are already out there in your state & nationally.
Most states have victims of crime programs to assist you with what you are asking. The only way to get a law passed is to get either a state representative (for a state law) or a US senator or congressman (for the US level) to author and sponsor a bill. I would start contacting the offices, and if they want you to write something, then get a lawyer and have them write something.
If you want a new law, you need to contact your Congressman. They are the ones that propose new bills that become laws.
But, any new law will not help you with a past accident. Laws are typically not retroactive, unless it benefits the government. If you are looking for money from your accident, you will need to contact a lawyer about filing a lawsuit against the person that caused the accident (I’m assuming since you want to collect money, you are saying you are not at fault).
