Standing on a crushed and burned fire engine atop the smoldering pile at Ground Zero, he put his arm around a retired firefighter who had volunteered to help, and began speaking to the crowd. The plan works to develop cleaner technology, produce more natural gas here at home, make America less dependent on foreign sources of energy, improve national grid, etc. 3. Established a million grant program to promote private conservation initiatives. 4. Significantly eased field-testing controls of genetically engineered crops. 5. Changed parts of the Forestry Management Act to allow necessary cleanup of the national forests in order to reduce fire danger. 6. Part of national forests cleanup: Restricted judicial challenges (based on the Endangered Species Act and other challenges), and removed the need for an Environmental Impact Statement before removing fuels/logging to reduce fire danger. 7. Defense & Foreign Policy
1. Successfully executed two wars in the aftermath of 9/11/01: Afghanistan and Iraq. 50 million people who had lived under tyrannical regimes now live in freedom. 2. Saddam Hussein is now in prison. His two murderous sons are dead. All but a handful of the regime’s senior members were killed or captured. 3. Leader by leader and member by member, al Maida is being hunted down in dozens of countries around the world. Of the senior al Qaeda leaders, operational managers, and key facilitators the U.S. Government has been tracking, nearly two-thirds have been taken into custody or killed. The detentions or deaths of senior al Qaeda leaders, including Khalid Shaykh Muhammad, the mastermind of 9/11, and Muhammad Atef, Osama bin Laden’s second-in-command until his death in late 2001, have been important in the War on Terror. 4. Disarmed Libya of its chemical, nuclear and biological WMD’s without bribes or bloodshed. 5. Continues to execute the War On Terror, getting worldwide cooperation to track funds/terrorists. Has cut off much of the terrorists’ funding, and captured or killed many key leaders of the al Qaeda network. 6. Initiated a comprehensive review of our military, which was completed just prior to 9/11/01, and which accurately reported that ASYMMETRICAL WARFARE capabilities were critical in the 21st Century. 7. Killed the old US/Soviet Union ABM Treaty that was preventing the U.S. from deploying our ABM defenses. 8. Has been one of the strongest, if not THE strongest friend Israel has ever hand in the U.S. presidency. 9. Part of the coalition for an Israeli/Palestinian "Roadmap to Peace," along with Great Britain, Russia and the EU. 10. Pushed through THREE raises for our military. Increased military pay by more than billion a year. 11. Signed the LARGEST nuclear arms reduction in world history with Russia. 12. Started withdrawing our troops from Bosnia, and has announced withdrawal of our troops from Germany and the Korean DMZ. 13. Prohibited putting U.S. troops under U.N. command. 14. Paid back UN dues only in return for reforms and reduction of U.S. share of the costs. 15. Earmarked at least 20 percent of the Defense procurement budget for next-generation weaponry. 16. Increased defense research and development spending by at least billion from fiscal 2002 to 2006. 17. Ordered a comprehensive review of military weapons and strategy. 18. Ordered a review of overseas deployments. 19. Ordered renovation of military housing. The military has already upgraded about 10 percent of its inventory and expects to modernize 76,000 additional homes this year. 20. Is working to tighten restrictions on military-technology exports. 21. Brought back our EP-3 intel plane and crew from China without any bribes or bloodshed.
Globalization & Internationalism
1. Challenged the United Nations to live up to their responsibilities and not become another League of Nations (in other words, showed the UN to be completely irrelevant). 2. Killed U.S. involvement in the International Criminal Court. 3. Told the United Nations we weren’t interested in their plans for gun control (i.e., the International Ban on Small Arms Trafficking Treaty).* 4. The only President since the founding of the UN to essentially tell that organization it is irrelevant. He said: "The conduct of the Iraqi regime is a threat to the authority of the United Nations, and a threat to peace. Iraq has answered a decade of UN demands with a decade of defiance. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?" We all know the outcome and the answer. 5. Told the Congress and the world, "America will never seek a permission slip to defend the security of our country."
Government Reform
1. Improved government efficiency by putting hundreds of thousands of jobs put up for bid. This weakens public-sector unions and cuts undeserved pay raises. 2. Initiated review of all federal agencies with the goal of eliminating federal jobs (completed September 2003) in an effort to reduce the size of the federal government while increasing private sector jobs. 3. Led the most extensive reorganization the Federal bureaucracy in over 50 years: After 9/11, condensed 20+ overlapping agencies and their intelligence sectors into one agency, the Department of Homeland Security.* 4. Ordered each agency to draft a five-year plan to restructure itself, with fewer managers. 5. Converted federal service contracts to performance-based contracts wherever possible so that the contractor has measurable performance goals.
Health
1. Strengthen the National Health Service Corps to put more physicians in the neediest areas, and make its scholarship funds tax-free. 2. Double the research budget of the National Institutes of Health. 3. Signed Medicare Reform, which includes:
A 10-year privatization option.
Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about ,000 per patient. Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about 0 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, "…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What’s good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to ,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you’ll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration
1. *See Government Reform above. Under President Bush’s leadership, America has made an unprecedented commitment to homeland security. 2. Has CONSTRUCTION in process on the first 10 ABM silos in Alaska so that America will have a defense against North Korean nukes. Has ordered national and theater ballistic missile defenses to be deployed by 2004. 3. Announced a 9.7% increase in government-wide homeland security funding in his FY 2005 budget, nearly tripling the FY 2001 levels (excluding the Department of Defense and Project BioShield). 4. Before DHS was created, there were inspectors from three different agencies of the Federal Government and Border Patrol officers protecting our borders. Through DHS, U.S. Customs and Border Protection (CBP) now consolidates all border activities into a single agency to create "one face at the border." This not only better secures the borders of the United States, but it also eliminates many of the inefficiencies that occurred under the old system. With over 18,000 CBP inspectors and 11,000 Border Patrol agents, CBP has 29,000 uniformed officers on our borders. 5. The Border Patrol is continuing installation of monitoring devices along the borders to detect illegal activity. 6. Launched Operation Tarmac to investigate businesses and workers in the secure areas of domestic airports and ensure immigration law compliance. Since 9/11, DHS has audited 3,640 businesses, examined 259,037 employee records, arrested 1,030 unauthorized workers, and participated in the criminal indictment of 774 individuals. 7. Since September 11, 2001, the Coast Guard has conducted more than 124,000 port security patrols, 13,000 air patrols, boarded more than 92,000 vessels, interdicted over 14,000 individuals attempting to enter the United States illegally, and created and maintained more than 90 Maritime Security Zones. 8. Announced the Student and Exchange Visitor Information System (SEVIS), an internet-based system that is improving America’s ability to track and monitor foreign students and exchange visitors. Over 870,000 students are registered in SEVIS. Of 285 completed field investigations, 71 aliens were arrested. 9. This week, the US-VISIT program began to digitally collect biometric identifiers to record the entry and exit of aliens who travel into the U.S on a visa. Together with the standard information, this new program will confirm compliance with visa and immigration policies. 10. Eliminated INS bureaucratic redundancies and lack of accountability. 11. Split the Immigration and Naturalization Service into two agencies: one to protect the border and interior, the other to deal with naturalization. 12. Signed the workplace verification bill to prevent hiring of illegal aliens. 13. Established a six-month deadline for processing immigration applications. 14. Information regarding nearly 100% of all containerized cargo is carefully screened by DHS before it arrives in the United States. Higher risk shipments are physically inspected for terrorist weapons and contraband prior to being released from the port of entry. Since September 11, 2001, hundreds of thousands of first responders across America have been trained to recognize and respond to the effects of a WMD attack.

someone one point to the Medicare section and the savings accounts, someone scream at the conservatives who cry about drugs and point out ,000 for ulcer surgery vs 0 for medicine; Medical Savings Accounts as a way to have larger deductibles and more patient responsibility. THESE ARE CONSERVATIVE PROGRAMS!!
Newt was all over TV praising this program one week after they passed it but RUSH who is a headline reader has gotten it wrong and cost Bush 10 points in the polls.

Heeding the words of our own Declaration of Independence, the president laid out the non-negotiable demands of human dignity for all people everywhere. Hillary will not quit until the nominee is picked in Denver.Even if she loses she still will not quit. Her obsession to be President will outlive this election should Obama win the nomination. If he does win, he can expect not only zero support from the Clinton machine but probably active opposition. Hillary will begin her campaign to be the nominee in four years on day one after the convention. Her desire to see Obama fail will remind us all of the old saying ‘the enemy of my enemy is my friend’.

Standing on a crushed and burned fire engine atop the smoldering pile at Ground Zero, he put his arm around a retired firefighter who had volunteered to help, and began speaking to the crowd. Rescue workers shouted that they could not hear him. Someone handed him a small American flag and bullhorn. The President spontaneously shouted: "I can hear you. The rest of the world hears you. And the people who knocked these buildings down will hear all of us soon." The crowd roared with cheers and chants of "USA! USA! USA!" Then he raised that American flag and rallied a nation.

Environment & Energy
1. Killed the Kyoto Global Warming Treaty. 2. Submitted a comprehensive Energy Plan (awaits Congressional action). The plan works to develop cleaner technology, produce more natural gas here at home, make America less dependent on foreign sources of energy, improve national grid, etc. 3. Established a million grant program to promote private conservation initiatives. 4. Significantly eased field-testing controls of genetically engineered crops. 5. Changed parts of the Forestry Management Act to allow necessary cleanup of the national forests in order to reduce fire danger. 6. Part of national forests cleanup: Restricted judicial challenges (based on the Endangered Species Act and other challenges), and removed the need for an Environmental Impact Statement before removing fuels/logging to reduce fire danger. 7. Killed Clinton’s CO2 rules that were choking off all of the electricity surplus to California. 8. Provided matching grants for state programs that help private landowners protect rare species.
Defense & Foreign Policy
1. Successfully executed two wars in the aftermath of 9/11/01: Afghanistan and Iraq. 50 million people who had lived under tyrannical regimes now live in freedom. 2. Saddam Hussein is now in prison. His two murderous sons are dead. All but a handful of the regime’s senior members were killed or captured. 3. Leader by leader and member by member, al Maida is being hunted down in dozens of countries around the world. Of the senior al Qaeda leaders, operational managers, and key facilitators the U.S. Government has been tracking, nearly two-thirds have been taken into custody or killed. The detentions or deaths of senior al Qaeda leaders, including Khalid Shaykh Muhammad, the mastermind of 9/11, and Muhammad Atef, Osama bin Laden’s second-in-command until his death in late 2001, have been important in the War on Terror. 4. Increased military pay by more than billion a year. 11. Signed the LARGEST nuclear arms reduction in world history with Russia. 12. Started withdrawing our troops from Bosnia, and has announced withdrawal of our troops from Germany and the Korean DMZ. 13. Prohibited putting U.S. troops under U.N. command. 14. Paid back UN dues only in return for reforms and reduction of U.S. share of the costs. 15. Earmarked at least 20 percent of the Defense procurement budget for next-generation weaponry. 16. The military has already upgraded about 10 percent of its inventory and expects to modernize 76,000 additional homes this year. 20. 1. Challenged the United Nations to live up to their responsibilities and not become another League of Nations (in other words, showed the UN to be completely irrelevant). 2. Told the United Nations we weren’t interested in their plans for gun control (i.e., the International Ban on Small Arms Trafficking Treaty).* 4. The only President since the founding of the UN to essentially tell that organization it is irrelevant. He said: "The conduct of the Iraqi regime is a threat to the authority of the United Nations, and a threat to peace. Iraq has answered a decade of UN demands with a decade of defiance. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?" We all know the outcome and the answer. 5. Told the Congress and the world, "America will never seek a permission slip to defend the security of our country."
Government Reform
1. Improved government efficiency by putting hundreds of thousands of jobs put up for bid. This weakens public-sector unions and cuts undeserved pay raises. 2. Initiated review of all federal agencies with the goal of eliminating federal jobs (completed September 2003) in an effort to reduce the size of the federal government while increasing private sector jobs. 3. Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about ,000 per patient. Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about 0 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, "…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What’s good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to ,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you’ll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration
1. *See Government Reform above. Under President Bush’s leadership, America has made an unprecedented commitment to homeland security. 2. Has CONSTRUCTION in process on the first 10 ABM silos in Alaska so that America will have a defense against North Korean nukes. Through DHS, U.S. Customs and Border Protection (CBP) now consolidates all border activities into a single agency to create "one face at the border." With over 18,000 CBP inspectors and 11,000 Border Patrol agents, CBP has 29,000 uniformed officers on our borders. 5. Why do liberals always try to get violent criminals out of prison early so they can kill more people?

For instance, I was reading about the case of school shooter Kip Kinkel, who famously murdered two of his classmates in 1998 and injured 24 others, and was sentenced to at least 111 years in prison.

Unfortunately, liberals began making absurd arguments that the sentence was "too harsh."

Who ARE these liberal morons?

Do they seriously want a school shooter released back into regular society?

Why would an attorney who has gone through three years of law school and the bar exam (like I have done!) waste his time on such an absurd and disgustingly ignorant cause?

I am a lawyer, but I have never represented a criminal in my life. I work in a very narrow area of admiralty (shipping) law. I would NEVER file a freaking amicus brief to a state supreme court on behalf of someone as vile as Kip Kinkel!

When will liberals finally understand that criminals should be in jail – not on America’s streets?

Would it be appropriate for me to work shirtless in my law office after hours?

I work pretty hard to maintain a ripped and muscular physique, and I like to let the world know it. I am an attorney, but I only see clients from 10am to 4pm. If I work until 6:30 or something, that leaves more than 2 hours where I can walk around shirtless without any clients interrupting.

However, I work in a building with several other attorneys; we split fees to pay our secretarial and support staff.

Do you think it would make any of them upset or uncomfortable if I regularly began working shirtless after 4pm?

I don’t want to open myself up to any sort of sex harassment claim. As a lawyer, you might expect me to know all about that kind of thing, but I am not an employment lawyer. I work in a narrow field of federal admiralty and Jones Act claims – mostly jurisdictional, appellate, and technical issues.

At the same time, I don’t want my jacked torso to go unappreciated.

What is the best course of action here?

I'm a lawyer – not a criminal law lawyer, though. Why do people assume I know about traffic tickets or DUIs?

Like family members and stuff, or certain people I meet.

My ENTIRE practice is focused on a VERY NARROW class of Jones Act admiralty and cabotage claims. That is ALL I DO.

Aside from some vague crimlaw and criminal procedure stuff I had to learn for the bar exam, I know NOTHING of criminal law. I don’t even practice in the local courts. My work is done out of federal courts. I took one crimlaw course in law school, and that mostly dealt with constitutional matters.

If you hired me to bounce your DUII, you’d be screwed. I have no idea how to do that. I’d literally have to go on the internet and look up the basics.

Why do people assume that lawyer = criminal law expert? Why would that assumption even enter their minds? Do they assume that dentist = foot doctor? Do they assume that Spanish teacher = German teacher?

As a political matter, why are Americans so uneducated about this? Is it a failure of the schools?
That’s another thing – most lawyer jokes seem to be aimed at divorce or criminal lawyers. My work is more abstract. I deal with a lot of jurisdictional matters. Nobody has ever become enraged at me for something I did as a lawyer. My work doesn’t create that kind of conflict.
Law school doesn’t teach you how to deal with DUIIs. Not even close.
Crimlaw is not a related field to jurisdictional admiralty law.

what are my chances?

I’m considering in joining the Navy after college. I’ll be out next December w/ a BS in Legal Studies. When I was 17 I took a mock AsVab got placed as E class 3. Back then I wanted to be a doctor (had started my AS in Pre-med) but I switched about 2 yrs ago. Now 21 I hope to become a lawyer, practising international law . (But I’m not sure if what aspect of it is of more interest to me. Right now it’s a toss among Treaties, Maritime and Aerospace Laws or Corporate).

To be honest I’d love to do both med and law but I’m not descplined enough. Which is the reason why I am considering the military in the first place. I know I need to focus and my ability to do so is getting worse.

By the way I’ll probably graduate w/ a 3.0 or above and I happen to be a dual citizen (US born but lived outside the US [with my parents] till I was 17, parents are non-American and they like it that way).

What do you think are my chances for being accepted as an officer and for JAG?

Secret Army Report: Drug Cartels, Terrorists Join Forces to Infiltrate U.S.

A secret intelligence mission recently conducted along the southern border of the United States found that drug cartels are teaming with terrorists to exploit the numerous vulnerabilities along the sparsely defended 2,000-mile Mexican border.

The mission, dubbed Operation Red Zone was conducted in February and March by the Army’s Asymmetrical Warfare Group (AWG). The clandestine intelligence gathering organization is a 350-member “special mission unit” that works to “identify critical threats and enemy and friendly vulnerabilities through global first-hand observations,” the Army says.

The group is based at Ft. Meade, Maryland, also home to the National Security Agency.

Red Zone investigators discovered numerous alien smuggling and drug trafficking operations along the border. Perpetrators are using “maritime surface craft, semi-submersible watercraft, ultra-light aircraft and possess the capability [to] utilize other potential aerial infiltration techniques to circumvent ground border protection capabilities,” according to Asymmetric Observations Along the U.S.- Mexican Border released May 14 by the Army to federal and state law enforcement agencies.

“The AWG served as observers to advise the Border Patrol, Coast Guard and local law enforcement. During the operation AWG personnel were not authorized to enter Mexican territory and none were armed,” Donald Cicotte, spokesman for the AWG at Ft. Meade tells Newsmax.

After the mission was completed, AWG personnel prepared a classified report for the Department of Defense. A “cleansed” version, like the one viewed by Newsmax, was sent to civilian law enforcement agencies

“Obviously we don’t want to lose control of this [report,]” CiCotte adds. “We obviously don’t want to tell the bad guys what we know.”

Operating behind the scenes on the project was Joint Task Force – North (JTF-N), a joint-service command headed by Army Brig. Gen. Sean B. McFarland. The 180-member task force helps local, state, and federal law enforcement agencies plan and coordinate activities to thwart drug cartels, human smugglers, and other emerging threats, JTF-N spokesman Armando Carrasco tells Newsmax.

In this instance the U.S. Customs and Border Protection in the San Diego area requested assistance identifying new threats and the AWG was recruited, he said.

“We don’t have any resources of our own. We don’t have heavy equipment or helicopters. For instance we can’t call up an engineer battalion to build a road. We solicit units from all the services equipped with what we need and asked them for help,” Carrasco said. “We have three JAG attorneys that ensure we are legally authorized to perform the mission. The lawyers spell out in briefings to each unit that they cannot be deployed in a law enforcement role.”

Militarty theorists define assymetrical threats as strategies and tactics used by ill-equipped terrorists and criminals to circumvent sophisticated defenses of more powerful governments. Common examples include clandestine cross-border infiltration, smuggling, and defeating sophisticated electronics and optical sensors with simple counter-measures.

During the operation, the AWG worked with the Department of Homeland Security and state and local law enforcement in the San Diego area to “observe asymmetric infiltration operations and emerging asymmetric threats.”

The Army investigators discovered that drug traffickers and smugglers are employing “exceptional surveillance and counter-surveillance capabilities, robust technical communications capabilities as well as effective marking and signaling techniques to facilitate smuggling of illegal personnel and illicit cargo into the United States,” the report says.

Some of the aliens are suspected of being terrorists from Middle Eastern countries sneaking into the country by employing drug smugglers skilled in transporting human cargo into the United States, the report adds.

Few of the tactics employed by the border busters appear sinister at first glance. In one example, the AWG reported seeing a woman setting up a road-side tamale stand on the south-side of the primary border fence. Upon investigation it was found that her car was parked pointing toward “known fence breach points” as a signal to border jumpers.

Other seemingly innocent activities observed by the intelligence operatives revealed drug trafficking and “alien smuggling spotters” using taxis and other legitimate businesses located on the U.S. side of the border to monitor and report Border Patrol activities to criminals who pay them with drug proceeds.

Navy Seals who captured top terrorist in Iraq to be court martial to answer criminal charges of assult of top?

Three US Navy SEALs (Sea, Air, Land special operations) who captured a top terrorist in Iraq are being rewarded not with medals and commendations but with a court martial to answer criminal charges stemming from allegations that they assaulted their prisoner.

The three non-commissioned officers — Petty Officers Matthew McCabe, Julio Huertos and Jonathan Keefe — captured Ahmed Hashim Abed, who is alleged to have been responsible for ordering the murder and mutilation of four contract workers, two of whom were later hung from a bridge in Fallujah. The incident shocked Americans in 2004 and a special operations team was dispatched to capture the killers and their leader.

According to Fox News national security correspondent Catherine Herridge, the SEALs succeeded in capturing Ahmed Hashim Abed, whom the military code-named "Objective Amber." Abed reportedly later told investigators he was punched by his captors causing his lip to bleed.

"The three suspects, all members of the Navy’s elite commando unit, have refused non-judicial punishment — called an admiral’s mast — and have requested a trial by court-martial," according to Fox News Channel.

"Now, instead of being lauded for bringing to justice a high-value target, three of the SEAL commandos, all enlisted, face assault charges and have retained lawyers," states the report.

Charges against the three SEALS include dereliction of duty, failure to safeguard a detainee, assault, and making false statements. The three SEALs will be arraigned separately on December 7. Another three SEALs — two officers and an enlisted sailor — have been identified by investigators as witnesses but have not been charged, according to Fox News.

"All clear thinking Americans should be outraged. Is this how we treat our protectors? Is this justice?" asks a former NYPD detective and US Marine.

"Let me get this straight: we’re trying a guy — a foreign terrorist — who killed 3,000 people on September 11, 2001 in a civilian court, but we’re going to try three war heroes in a military court over a bloody lip?" adds political strategist Mike Barker.

The SEALs’ court martial is scheduled for sometime in January, 2010.

The four civilian workers murdered by Abed were transporting supplies for a catering company when they were ambushed and killed by gunfire and grenades. Abed’s terrorists then burned the bodies and dragged them through the city streets. Finally, they hanged two of the bodies on a bridge over the Euphrates River for the world press to photograph.

SEALs are superbly trained in all environments, and are the master’s of maritime special operations. They are required to utilize a combination of specialized training, equipment, and tactics in completion of special-ops missions.
